RESOLUTION
GATHERING OF FREEDOM OF SPEECH DEFENDERS, FREE MEDIA AND CIVIL SOCIETY ACTIVISTS, ON GOVERNMENTAL SECURITY ORGANIZATIONS’ MANNER WITH THE JOURNALISTS
According to the 34 and 24 articles of the constitution of Afghanistan the journalists has rights with no limits unless affecting the rights of others or public interests, which are regulated by law. Liberty and dignity of human beings are inviolable. The state has the duty to respect and protect the liberty and dignity of human beings. Article 34 says “Freedom of expression is inviolable. Every Afghan has the right to express his thought through speech, writing, or illustration or other means, by observing the provisions stated in this Constitution. Every Afghan has the right to print or publish topics without prior submission to the state authorities in accordance with the law. Directives related to printing house, radio, television, press, and other mass media, will be regulated by the law.
According to the commands of article 50 constitution the journalists has the right of access to the information from the government offices in accordance with the provisions of law. This rights has no limits, unless violation of the rights of the others.
As a result the participants of the gathering criticizing the security official’s manner with the journalist in the terrorists attack on Foroshgahe Buzarge Afghan, Kabul and approve the following articles by the majority votes:
1. Responsible authorities and security forces of our country must have civic behavior with journalists during doing the job, they should prevent from treats, scared, pressure and annoying of the journalists.
2. Freedom is the legal rights of Afghan citizens. They got these rights with along time struggles and unlimited victims, so we want from both the participants of the London conference, international community and the governmental authorities of Afghanistan till to respect this right and it should not be delegated
3. Reactivation of the journalists supporting box and cooperation with those journalists which had injured during doing their job on time.
4. As for the journalists with pen, microphone, camera by accepting every kind of situations do hard working day and right for people, so for their mentally quietness there must be a town constructed for the families of media activists out of the cooperation’s of international community until their families rescue from luck of houses and providing fair quietness to them to do their works.
5. We the coordinators of civil society, defenders of speech freedom, free medias expect from the journalists think the journalists morals in their vocational works and every kinds of circumstances shouldn’t forget the truth balance or equality, justice and good manner in their duties. In presenting of their reports they shouldn’t go out of their working circle they must prevent from accusation, backbite, and disrespect and other red lions.
6. The governmental authorities has objection on the speech opposite to constitution, freedom of speech and in every kind of circumstances preference the guidelines of constitution throw their personal feelings and according to the procedures of constitution treatments with journalists.
7. Insurance of journalists by national and international Medias.
8. The governmental administration should give the information, statistics and numbers according to the needs of journalists regarding to the guide lines of the law, they should not create problem in this way don’t be opposite.
9. We also kindly expect from the oppositions to have civic treatment with journalists. The End
